IBP bans were issued by Valve, Gokushimas ban is issued by ESIC. Different parties assessed different situations with different severities, we will have to see if Valve says anything

Even if he did actually bagged that much, it's a waste of talent tho. I see Gokushima as a really great player and could outmatch a tier 1 gameplay (like Donk recently). I watched his povs and very impressed by how he plays. If he didn't took the opportunity of matchfixing and continue his pro scene. Istg gokushima could easily seat on top 20.

ESL, Blast and most organizers are working with them.
Theoretically he could play esport matches if there was some new tournament organizer that wouldnt work with ESIC.
