If the dog is somewhat aggressive to strangers it is highly unlikely the dog will get adopted and will most likely live in that shelter because her and the boyfriend couldn't handle training a dog that is very commonly trained for very serious situations( I legit saw two german Shepard that were service dogs in a store today) and in turn got a new puppy that somehow doesn't bark or nip or do any other puppy things.

I would not get rid of both dogs I would just assign them each a part of the house and each half is blocked off by a baby gate so they don’t interact with each other
A baby gate would be pushed, and even if it’s installed into the wall, I’m afraid that the German shepherd would be so strong that it would break the gate. My German shepherd did indeed do this before, and he then had access to the food on the table. (He is super tall so hiding it on the counter won’t work so we have to hide it in the oven or microwave.)

German Shepards will bark at other dogs, they are also recommended not to have another breed of a *tiny* dog! They are natural protectors given the name shepards for the reason.
