Sir in case of hobbes you have already said u can exercise liberty where law is silent, law is a hindrance according to hobbes. Then the answer is no may fear and necessity both are present there. But, law will not allow rabi to cheat in exam. But u said hobbes didn't answer the question. But he have already said where law is silent. Plz clear my concept.
