I guess the dye was out of the question, then an auto shredder or auto burning could be an option, since ATMs money are accounted for, and the insurance and CB can/could reissue the notes. This is to deter gangs from causing too much damages and fear among the general public, I once saw something like this on the outskirts of London, they just ripped the ATM machine out from a shop using a parked mini crane nearby (road works) the scene was like in an Hollywood movie.😩
The issue is dye packs are often unactivated due to then going off to frequently, at one point dye packs cost banks more in cash they needed to replace than they prevented and was going to loose banks their insurance rates
it was the same trend in denmark about 10 years ago, the solution was gas sniffing sensors to the alarm system, and an high air flow ventilation system for the atm systems

CBDCs are essentially worthless like Buttcoins but the government promises value behind them. There is talk in countries like China of making CBDC stimulus with expiration dates so you can't save CBDCs like you can save cash or other precious currencies like gold and silver. Cash isn't any safer than digital currency, if value of currency dips, so does value of the cash. In fact, what we have seen in various crisis is that cash becomes essentially worthless if you get rampant inflation. Since it's not worth it to deal with cash. If you want to actually store value, buy stock, gold or some other property that keeps it it's value. Overall, I would argue cash is the past, and in many ways more unsecure, and it's definitely just so much more inconvenient. Mobile payments and card are just way better. Besides, unless you literally take your pay as cash and do not use banks, you are still using digital currency. Just instead of using card to transfer money directly to recover, you add extra step of converting digital currency to cash (using your card :D) then using that cash for stransaction, which is then again converted to digital currency. Same thing, but more complicated.
Put the moonshine down and think for a second; the total USD circulating in the world is over 19 TRILLION dollars ! That would be over 30 skyscrapers worth of $100 bills tightly stacked. If it isn't clear yet, you need a way to digitally store money.
With so many ATMs in operation, securing them will take ages. But with a couple of cheap sensors one can build an early warning system so the police can be on these robber's tail minutes earlier, or perhaps even be on the spot before the robbers are leaving.

Its surprising not even the pandemic removed Germany's societal preference for cash (and distrust for credit and card transactions), so the machines would always need to be full. Of course, most Germans are super law abiding and its heavily in the culture to follow the rules. As such, it makes sense they haven't placed or protected ATM's with the assumption citizens would be stealing them or causing horrendous damage to get to the money, and they did mention people from outside Germany were being pursued.
I work at a glass company in the United States. Here the thieves chain the machines to trucks and rip them right off their bases right through the store front and we get called to replace the frames and glass. I guess atm machines are a target around the world 🌎

Canadian ATMs have hidden ink bombs, RF and Satellite tracking devices as well as making the machines built like tanks.
