In the Arkham series it is true that he has no lips, and is blind in one eye. I'm Arkham asylum, killer croc attacks scarecrow and takes him away to (at least what we assumed at the time) kill him. Later on in arkham knight we find out he did survive the attack, but didn't emerge unscathed
