U.S. troops have begun construction of a maritime pier off the coast of Gaza that aims to speed the flow of humanitarian aid into the enclave when it becomes operational in May, the Pentagon said.

That pier has probably been built to take delivery of all the stuff that the US companies, that get the rebuilding contracts in Gaza, need to help build Israeli settlements after the Israeli army has finished. This is the already declared plan of the Israeli government.

In the name of food aid America is using pier to dock ships to unload ammunition to bypass the Yemeni Houthi sea blockade.
This is also long term plan of canal connecting Red sea with Mediterranean sea for oil control.
