Igor himself was created by the god Philemon who believes in humanity's infinite potential leading them to greater growth and enlightenment. The wildcard itself is a fraction of this gods power given to humans to manifest this potential as power. After the events of persona 2 Philemon and his rival Naharlothep both backed off and take a much more indirect approch to manipulating events to prove if the infinite potential of humanity leads to the enlightenment Philemon believes in or the self destruction that Nyharlothep believes in. I don't think it was ever made 100% clear but I think Philomon created igor in an attempt to artificially recreate that potential and kinda half succeeded which is why igor looks so strange. The rulers of power are more refined attempts and actually seem to be more powerful than him as well due to being closer to human. If you go into the greater smt universe that persona is a part of you learn that the pairing of infite human potential and the power of gods/demons has led to ridiculously powerful entities such as the demifiend and the bel king. The rulers of power could be thought of as a reverse of how it usually is, an atempt to give gods the potential of humans.
In P3 The Answer Igor comforts Aigis saying that he is not human as well, but just a doll that was given life by Philemon. Same with the attendants. They are dolls who were given life by Philemon.

I like both of them, Justine is great but Caroline is adorable, especially with Justine's relentless teasing of Caroline in their cutscenes in the dancing game.
Imagine if Yoshitsune could learn medirahan... that would be broken. One of the best skills in the game with a skill that buffs all stats at once, and the best healing move for a full party...
