Ambassador Alan Keyes spoke about constitutionally giving reparations by black people not paying any taxes for say around 10 years. They did this before to communties that were hit by natural disasters. Brownsville or Corpus Crispi was hit with a massive hurricane and they made the community effected tax free for 10 years.

I would withold the taxes from black people for 10 years and put it into a fund that would buy colleges,hospitals,banks,commercial and residential properties in black communities. Would be owned and run by all black Americans. Would be incentive for unemployed blacks to find work.
