I'm glad you posted this. I've met several of these sorts of guys in New Zealand. I caught one guy peering in my living room windows a few years back, eyeing up the TV and laptops. I asked what he was doing, and he had that same shifty look as the guy in your video (they even look similar too). He had an excuse worked out; he said he was a roofer looking for roof cleaning jobs to do and was just checking out my house to see if it needed cleaning. I called the police and gave his description, and they said he's one of their "regulars".

(1)
Every one who attempts to commit any offence in respect of which no punishment for the attempt is expressly prescribed by this Act or by some other enactment is liable to imprisonment for a term not exceeding 10 years if the maximum punishment for that offence is imprisonment for life,
and in any other case is liable to not more than half the maximum punishment to which he or she would have been liable if he or she had committed that offence.
