As I sit here preparing to put on rain gear and go battle the cars, I have to say that this just awesome, really fantastic infrastructure, it makes such a difference in your lives...! Curious though that motor scooters are on the bike lanes too...? Whatever, great...!
Better a late reply than never: there are motor scooters with a blue license plate that generally are limited to a cyclist's speed. They have to go on a bike lane and do not require a helmet.

The U.K. would be great if it was flat , the roads were nice so you can battle the traffic on a nice surface instead of dropping down grids or just half a road that's missing ...& if there were cycle paths ..heaven & it didn't rain so much ..lol
