Time-Based Flow Management

Time-Based Flow Management (TBFM) is already deployed and being used by controllers at 20 en route air traffic control centers to adjust terminal airspace arrival times by speeding up or slowing down aircraft while they are still hundreds of miles from their destination airports.

so i see all these things but how do they work? is there a followup video for technical implementation to all these systems?
