The given was -8/3 ÷ 2. Since the 1st term is a fraction, that is -8/3, then the second term must be also read as a fraction, and that is 2/1. You have to reciprocate the 2nd term and that makes it 1/2. Thus, it leads us to the new operation (-8/3)(1/2) which the answer is -8/6.

If i may add, the reason why the simplified form of -8/6 is -4/3 is because both the numerator (-8) and denominator (6) were divided by 2.
-8/6 ÷ 2/2 = -4/3
To simplify a fraction the numerator and the denominator must be divided by the same number.
