I pitched from little league to highschool and at age 13 I played travel baseball for coaches that played pro or college. Now the one thing that you are taught as a pitcher is to keep base runners as close to the base as you can. That's why they throw to first as much as they do and it's not to pick them off but to shorten their lead. But another way to control the run game is to develop a slide step and that means to deliver the ball to the plate without picking up your front leg. But base runners and pitchers try to lull the base runner or the pitcher to sleep and make them think that they have forgotten about them and that's when they get picked off. But most of the time the base is stolen on the pitcher because they have a long leg kick and they take their time delivering the ball to the plate and base runners take advantage of that. But once base runners are at say first base they survey the field to see how the defense is going to be playing because it lets the base runner know how big of a lead that he can get. Especially fast runners because as base runners you are also taught to read that pitcher and they are reading on how long it takes the pitcher to deliver the baseball to home. If the pitcher is mixing up his delivery to the plate and to first base then it can be difficult to get a good jump on the pitcher. But the base runner needs to know if the catcher behind the plate has a cannon for an arm behind the plate but the catcher has to have quick feet behind the plate as well and a quick release
