FL370=37000ft for surface pressure of 101325 Pa. If it's lower and FL370 is lower than 37000, it doesn't matter for shit, because the pressure at FL370 will still be the same. You're talking like FL's are pulled out of ass, they aren't, they're just altitudes based on surface pressure of 1013hPa
