At that stage of the war, those who were drafted could serve in Canada instead of going overseas. Only those who volunteered were sent overseas. My father, a Yank, was one of those volunteers, crossing the border at Windsor and enlisting in the Essex Scottish.
Canada was a British dominion not a colony in WW2. It declared war on Germany the day after WW2 started.
They were, in fact, eager. Learn your history.
