Although I agree that it isn’t the ideal grass type. A buddy of mine has zoysia who lives in Lincoln. But again, not the ideal grass type for cold places.

Bold move if you go with the tilling idea...you might also consider just heavily aerating and seeding on top of that and then sand leveling later on. Looking forward to watching the process...

The reason I'm thinking tilling is that I have tons of high spot in addition to low spots. Sand will take care of the low but not the high

In my experience when the grass is long and it's hot, cut it higher.
