Bold move if you go with the tilling idea...you might also consider just heavily aerating and seeding on top of that and then sand leveling later on. Looking forward to watching the process...

The reason I'm thinking tilling is that I have tons of high spot in addition to low spots. Sand will take care of the low but not the high
