Don't know if you're referring to the very beginning of the video, that's where she preps the surface with gesso. Or if you're referring to when she sprays the paint with water, which is to thin it out and make it more fluid-like. I know your comment is a bit older, but figured I'd answer it anyway just in case.

It dries the same as acrylic paint would, with the only difference being that the texture is a bit rough.
