yes it has! it's included as the detachable clipper head. all you have to do is just adjusting it in however you like it to be.

yes you definitely can.

Yes, but you gotta be careful because if you want to make your beard really short then it means you have to remove the comb attached to the shaver. But if the shortest length on the comb adjuster is what you're going for then it's quite save to do so.
