I am a below knee amputee, my 3 wheels electric scooter doesn't belong to any of the PMA or PMD category. I just need to have this device for me to send my kids to school and tuition. By the way, I also need to use it for buying food. I ever checked with LTA, they don't have a path or procedure to submit for approval of usage. Till now, I am still hoping LTA would have a regulation where differently abled people like me could submit the application to use 3 wheels electric scooter. We don't need the speed but we need long lasting battery. I am currently using lead acid battery. I sincerely hope my disability is not a crime. The PMA rider should be made to carry a certificate/ card.. from a doctor certifying him/ her the rightful rider. Spotcheck should carried out by police officers to ensure that the rider is the one permitted to use the PMA.
I think all race share such behaviour...The immigrants/ new citizens/pr from various country, notable the Chinese. Malays are just common... I always tell my parents to walk if able as these keeps our lower body muscles able. Those riders are just manifesting themselves towards a disabled life as they become heavier and lost more lower body muscle due to lack of essential exercises(walking).
It took nearly 2 years for the Active Mobility Panel to come up with the recommendations, another few months for the govt to accept the proposals and then the new rules will only be implemented next year for such an urgent issue !! We all know that the govt is afraid to piss off PMA users before election so no big surprises here. I have personally been threatened by 3 aggressive PMA users who behaved as if they own the whole path. They see me coming and not only did not slow down, they acted like it's their right to charge at pedestrians and we have to give way to them. Shame on the govt for moving so slowly with this. Remember how long it took them to implement the ban on PMDs? It's happening all over again with PMAs.
The real issue is that the gov is taking way too long to act on this problem. If the man is still around, I am sure he would have stopped this nonsense immediately.
The E-bike (Power Assisted Bike) are not allowed on the footpaths. PMAs are allowed. So its easier and more convenient for able bodied ferrying their kids to school to use PMAs. Its a loophole that needs to be plugged fast. Either you do that or just simply build more cycling paths and build them fast.

These PMA's speed MUST be reduced to a much slower speed. Able-bodied people must be banned from owning one. They are a possible hazard to people, especially the elderly and children walking and sharing the foot paths.
I got into an accident with an PMA rider with a toddler on her lap. It happened at common corridor at HDB shophouse. The rider finally parked her PMA outside a minimart, alighted with the toddler and went shopping! I wrote to LTA, one of response was HDB common corridor is managed by Town Council so it is for the Town Council to assess the feasibility of the use of the device on the corridor. LTA had alerted the particular Town Council of the accident area. That was puzzling, don’t tell me each Town Council will decide their own rule for their own Town? So we will going to have different rules for different Town? So Ang Mo Kio Town can, Sengkang Town cannot…….? It appeared to me that the issue is pushed around, nobody wants to make or can make a decision.
The panel did not realized that delivery guys use PMA instead of PMD for the one reason that PMA is allowed to enter malls and drove right next to any eatery to pick up the food instead of having to park outside the mall at the designation spot.
Apart from road and pavement safety, I think the issue is also encouraging of sedentary behaviour for able-bodied people. This in itself could lead to another host of potential health concerns. I think the last mile travel solutions for SG is definitely a space to further improve as it is appropriate in our context, but it should still be human powered.
If possible, please just ban PMA entirely. Singapore is too small for them. The shop space are so narrow, and on walkways, they are larger than the lane and one have to swerve sideways even. sometimes I read the fires in the news also thinking if lesser of these PMA and electric bicycles charging at home, less of these issues. I stay many years in Canada where they give out these PMAs for free to older folks, is really an inconvinience to everyone else, and the shop spaces are bigger even. and these people just relied more on PMAs and less active , while the newly migrated elderly chinese folks walked more agile and active than the PMA ones.😄
govt just need to pass 1 rule, any accident with motorised vehicle or pedestrian, the PMD/PMA user will bear 100% legal responsibility. then all those abled-bodied users will either disappear or suddenly become responsible.
A lot of inconsiderate ones r delivery riders from Malaysia! Remember a few years ago the Malaysian knocked down an elderly with his escooter and instead of helping her, just rode off, leaving her to die. RIP 😢
So we lost our years of hard work in those stupid exercise. Aggressor simply can destroy us by sending a bunch of losers to disrupt our life causing internal conflict.
Any kind of Motorised Wheel Chair and PMA, PMD, have and must to be Properly Regulated. The abusive is very glaring and the authorities are very lax on this subject. The checks are not stringent enough.
I am shocked that PMAs are not regulated and registered! I had thought that registration of PMDs and PMAs is now compulsory? How can the authority be so slack and behind despite the proliferation of such devices on the footpaths??? Those PMAs must be regulated and enforced. I am disgusted by extremely lazy able bodied people using them. These lazy, entitled, able bodied people who uses them are too lazy even to walk! depriving themselves off whatever little exercise they might be getting from walking. Not to mention inconveniencing and endangering everybody else They MUST be regulated, prescribed by Doctors and reserved for people who genuinely need them due to physical disabilities, aging etc etc...
Why is the safety of pedestrians, especially the elderlies been overlooked time and again, from dangerous cyclists, PMDs and now PMAs, our transport authorities need to step up their work, yet again
Majority of the PMA riders are just lazy, misused of the disabled label, traveling at high speed and main culprit of fire hazard caused property damaged, etc. Disappointed with the authorities without appropriate actions.
Its fine for whoever wanna use it. Able bodied or not. But its the ones thar really are reckless and unaware to their surroundings that is the bigger issue at hand Nowadays Im seeing many driving their vehicles at top speeds on top of scrolling on their phones which is a major hazard for people walking. The rules of pmd should be the same as driving an actual car. You shouldnt be glued to your phone screen on the go
honestly i feel, those who cant afford Car/ coe, they chose PMA, some pma are so big that the width already occupy most of the pathway.. it so inconvenient for others using the pathway.
Am now used PMD since my knee hurt and am seeing doctor but i still walk park my PMD because doctor told me my knee is wear and tear i want to walk but in sane time i take care of my knee when i go to work i travel by hus i walk to work .but when i near by my neighborhood i used PMD. .park nicely walk to market then i make sure i wont hurt others ..i try my best not to used all the times .i only used once awhile due to my knee hurt even now on healing i am ageing i now must take care of my knee so i able to go to work get an income to support ny 13 years old son ..right now i 55 years old ...i hope by using PMD on and off .i able to work for another 10 years so i can be with my son Adam..till he 21 years old
If u sit near some main road in other yishun, Tampines & etc at night or mid night, you will see super fast PM PMD on main road, not only on path way. It not safe to walk on pathway anymore. If u stand at yishun ave 4 near after the park, during 6-8pm, dinner time, there will be at least 20 to 30 times of PMD/ A passing by, or even more.
- limit their max. speed to 5 or 6 kph - strictly only 1-seater (and size restriction) However, obviously there is a need and market for "light transport" vehicles, such as tiny cars or scooters (not kick scooters).
That was a good sharing but it basically means its a free for all currently. In addition to the speeds and the illegal mods is the number of devices per household. A neighbour has 4 of them 2 PMD and 2 PMA's . They are parked and charged outside the house. SCDF and Town Council has approached them but to no avail. I have invested in a Fire extinguisher out of fear since I often see them "Working" on their bike and devices. I've seen them connect wires and join them with electrical tape!
COE was implemented because of road space constraint, how about these motorized vehicles? Shared paths can be quite dangerous for children and elderly to walk on when such vehicles are allowed .
COE was originally meant to control the Vehicle Population due to land-scarce Singapore. PMA is a vehicle indeed. However if we create a new COE category for PMA, those with a genuine medical need have to be completely excused from having to bid. For the able-bodied who have to bid, those with deeper pockets may successfully bid for a PMA COE while those who do not have the financial means to bid for a PMA COE will be disgruntled. So implementing COE for PMA is not an ideal solution.
@@musico3415 I agree with you on this and that was precisely my point when I mentioned in my first reply to you, "However if we create a new COE category for PMA, those with a genuine medical need have to be completely excused from having to bid."
If only we have a designated and well connected bike lanes. Pedestrians hate you on the paths. Drivers hate you on the roads. So that seems to be the viable solution.
Ofc there will be problem. They come from front or back plus that increased traffic on walkways. HDB corridors should be clear for access too, esp the outer side with railing for support. So are those bicycles parking all over the 1st floor. There are no water sprinkler in HDBs, hence, stricter fire safety are required.
If old Mr Lee is still around, things like enforcement will be implemented immediately..fast n chop chop...unlike current gov..post action party...wait till things to happen and badly then they will move 1 step...haha..ya...1 step..sad
@lohgalaxy843 actually, so many things already happened since a few years ago. In one accident, the victim even died. Their implementation is super super super slow.
We definitely need to set laws to prevent pma becoming a free loader motor bike that doesn't require petrol and road tax. 20 years ago such stuff aren't common yet people still manage to live their life. Great tool for those handicapped but please stop those well bodied but fat and lazy to abuse as the more they laze in such pma, the worst their body becomes and in the end it cost the entire society and government medical aid as they no longer able to work to self support their living expenses.
These PMAs most of them are a menace. They speed around and also reverse without checking the back. Most of them look very healthy and able bodied. Some also used such PMAs to gain entitlements to jump queue or to go right in front of the stage. They should be certified and qualified to use a PMA
must be very careful about legislation to restrict personal mobility devices i myself appear an able bodied pedestrian, in my young adulthood i suffered knee damage and had to have cartilage removed, my knees healed and I had no problem untill mid sixty's when started to suffer servere pain i could still walk but after a short amount of time of about ten minutes i had to sit and rest my knees, a mobility device would have been helpful saving me time and pain, i am mid seventy's now and still appear quite able bodied but the reality is very different, appearances can often be deceiving never assume because you see a person getting on and off a mobility device and walking around the mall quite freely with a spring in their step that they're fudging, a pma can allow a person to be confidently active knowing they have mobility backup if start feeling that twinge
I’d seen so many PMD users speeding at 20km/h or more while carrying a family with 2 adults and 2 kids! As a wheelchair user due to physical mobility issues, it’s scary if I’m on a wheelchair sharing the same usual passenger pathway. I remember we need a license plate when I bought a bicycle 42 years ago. I’d often wondered why young and cables-body people use the disable parking lots when I would love to be able to walk like them yet I have a Class 1 Label from SG Enable
PMA users seem to choose bigger and bigger size such as scooter size and other wider version and they took up the whole walk way path and some even on crowded mrt. I think should only allowed for standard size.
TOTAL MAYHEM TOTALLY OUT Of Control regarding Electric Motorised 2 wheels. LTA n TP 😴😴 for TOO Long Along with Min of Transport n Law also 😴😴😴 WONDERFUL 4G
1. By 2025 july all PMA's speeds will have to be capped at 6km/h. It is a good thing for ppl who misuse it for food deliveries. 2. Normal bicycles will be forced to be on the road too then. For mature estates where bicycle paths are not built yet and helpers or parents using bicycles to ferry their kids to school isn't it a danger going on road? I'm a PAB user we had to pass the theory test and e-bikes we used had to be fixed with license plates. Forcing normal bicycles to the road isn't it very dangerous? 3. Since car-lite is also an encouragement, I think it should not be limited to disabled ppl but those using it to fetch kids to school or get groceries or helper using it to run short errands by restricting PMA models and how many child they can fetch?
I ever ride a manual bicycle but no lane for cyclist. From a distance bell 2 indian ladies politely said excuse me but they purposely block n walk slowly while am still behind being patience do not want to create trouble but in my heart I said Pariah kling.
What about strict, safety regulations for bicycles to mount bells to warn pedestrians, that they are rushing from behind. A bump from a bicycle can cause a bad accident.
The question is if i order a Non compliant PMD from Taobao, ship to Singapore.. and use it on the road.. may i ask who is going to stand on the road side and check the PMD if its compliant and if the battery is not 3rd party..
The problem is not about using PMAs. The problem is many PMAs are illegally modified to go very fast. I see these PMAs zooming past on the footpath everyday. This is an accident waiting to happen. A 100kg speeding PMA slamming into a pedestrian is sure to cause serious injuries.
How can one regulates PMA when you can't regulate e-scooters. You just ban them as the solution and people will look for another way. We used to have problem e-scooter causing havoc on walk path, now we have bigger e-bikes and PMA. Education and enforcement is the way. You can't stop innovation.
Not just road use aspect. Lots of fire cases caused by charging pmds and pmas as well. More must be done on regulating the sale, import and distribution of these mobility devices such as mandatory installation speed limiters to only 5km/h for pmas. And just ban pmds such as ones that almost look like mini motor bikes that speed faster than cars while imposing heavy penalties on such rampant abusers whom usually comes out at night!
Some of these inconsiderate able bodied people are also causing another problem...happily smoking while riding or sitting their PMA....whether on walkways or smoking prohibited areas such as PCN or coffee shops....looking forward to stricter regulations and enforcements soon...
Why not ,everyone can own one.Who in the world say that it is only for the disabled. They are a form of transport for everyone but have some limit to follow i.e.not allow to enter shopping mall and hawker. On the road is forbidden.Speed limit is between 6 to 12mph.Only disable person on pmas are allow to ride orto enter anywhere even on the road.
A first-time warning followed by a hefty fine can be issued for such offenses (a) Speeding while riding a PMA (b) Using of handphone with a proper holder while riding a PMA. A fine with a permanent police record is the most effective deterrent.
lol “ding ding ding?” That’s alright. I’ve had a young kid on a kick pedal scooter almost knock into my kid and the father who caught up a minute later on a bicycle, told me that I should watch out and give way as there are cyclists on the pathway. I would have loved a”ding”
To be honest.the pma riders is mostly big size individuals Some do ride faster than my 20 inch bicycle 😂😂 Bicycle better laa..i Lost 4 kg in 2 months for cycling 4 days a week 🎉 If not regulated,I tell u . Many more will use pma. The normal path already small. Plus bicycle and pmd and pma plus pedestrians. Yesterday a big size body stop his pma in the middle of the shared bicycle and pedestrian path and use his hp and he sticks out his legs out like sit at coffee shop 😅 The bottom of the foodchain is pedestrian, the top of the foodchain is pma 😂😂
Yes- alarming n scary to see so many using PMDs not only on footpaths but also on the toads n void decks with blind corners. Battery charging has resulted in numerous fires n many able- bodied people using them irresponsibly.
The host has vested interest and isnt really neutral. What she needs is a PMD and not abusing PMA. We should just restrict PMA and its use for the non abled bodies. PMD can be reviewed over time to encourage active mobility, but taking into consideration of needs by all parties and infrastructure.
It will be a big problem if the authorities does not act now to stop the abuse. There are more people abusing PMAs especially in the evenings when they know the authorities are not innfull force. I have seen family of 3 or 4 on a PMA. And I have seen PMAs on public roads.
What are the chances if the elderly has a PMA where they really need it, but the family members abuse the "approval letter" to get PMA for their personal use instead?
Enforcement will be able to issue a first warning followed by a hefty fine for repeated offense (e.g. $5,000 for 2nd offense, $10,000 for 3rd offense and so on). This is the most effective deterrent and the cost of enforcement can be subsidized at the same time.
Speeding and fire breakouts are the most dangerous problems. And look at how LTA deals with PMD in the past, they are waiting for fatalities in order to only ban them on footpaths. And, the new PMA law will start end next year.... so safety issues can wait ah? The authority seriously don't know what is going on down here on the ground.
I walk with a limp my left leg is shorter than my right by 2 cm and i have arthritis so makes me to have more diffculty in walking and some of my neighbours said that i can use a pmd but i don't want bcs i still able to walk my dog without using any cane even at a slower pace but it's ok as long as i'm not obstructing people and if they are in the hurry then i just move aside and let them pass. I'll use one till i can't hardly walk at all.
old/disabled/handicap people can take on jobs like food deliveries to support themselves? or help send kids to school? 100 years ago when the road was still used by horses, carts and bicycles... automobile cars were a pest like PMDs and now PMAs...in the 70s to 90s we didn't have issues with bicycles everyone was courteous towards one another... we forget how to share the road..
In short, yes. Also cyclists on pedestrian paths need to be regulated. This is especially when there are many food delivery riders. They are quite nonchalant about the hazards they create. Some even blast loud music as they ride.
These days you see many elderlies struggling to walk, not using PMAs, while many abled bodied persons using massive ones to do deliveries. What is going on, man?
Once i was carrying a lots of things so i decided to used the lift in a mrt n i encountered a old man on a motorised wheelchair trying to go in the lift as i was trying to get out of the lift n he refused to let me get out of the lift ist. I asked the uncle nicely why he don't ppl get out first n he rudely told me why i am using the lift since i can walk n have both legs!!
The reason they use them is because the device is faster than walking, if the device move so slow that you can walk faster than it and you take 30mins to travel 2km.. you will see less abled ppl use it.. for this disabled they have no choice anyway ..3km/h also better than 0km/h but to the abled bodied . 3km/h i might as well walk.. thats the point..

Problem is no one catches. The only time i see enforcement officers are when they initially banned PMDs and only wayang for few weeks.
RIP 😢
I think so too some of them are Malaysian
But its the ones thar really are reckless and unaware to their surroundings that is the bigger issue at hand
Nowadays Im seeing many driving their vehicles at top speeds on top of scrolling on their phones which is a major hazard for people walking.
Am now used PMD since my knee hurt and am seeing doctor but i still walk park my PMD because doctor told me my knee is wear and tear i want to walk but in sane time i take care of my knee when i go to work i travel by hus i walk to work .but when i near by my neighborhood i used PMD. .park nicely walk to market then i make sure i wont hurt others ..i try my best not to used all the times .i only used once awhile due to my knee hurt even now on healing i am ageing i now must take care of my knee so i able to go to work get an income to support ny 13 years old son ..right now i 55 years old ...i hope by using PMD on and off .i able to work for another 10 years so i can be with my son Adam..till he 21 years old
Take care, don’t be afraid to use it more if it’s better for your knees. All the best to you and your son
Great chat but would have helped to display some images for context. Thank you.
- limit their max. speed to 5 or 6 kph
- strictly only 1-seater (and size restriction)
However, obviously there is a need and market for "light transport" vehicles, such as tiny cars or scooters (not kick scooters).
@@superluckywinner COE need not be issued based on highest bidder. It can be used on those that need it the most, such as disabled or elderly.
@@musico3415
I agree with you on this and that was precisely my point when I mentioned in my first reply to you, "However if we create a new COE category for PMA, those with a genuine medical need have to be completely excused from having to bid."
so what abouot coe for humans haha
hate it when i walk and a loud horn from my back to give way
If only we have a designated and well connected bike lanes.
Yes. He's right.a certain group of people who aren't disabled are often seen using PMDs with kids on laps and families on tow etc.
Any PMA user need to attend training and pass test to obtain license. The battery of PMA needs to be inspected yearly to renew license.
@@lohgalaxy843 mr lee can govern modern sg
He was good when sg was developing
Complete different problems
I think our regulatory bodies are slacking on their duties for too long
We definitely need to set laws to prevent pma becoming a free loader motor bike that doesn't require petrol and road tax.
TOTAL MAYHEM
TOTALLY OUT Of Control regarding Electric Motorised 2 wheels.
LTA n TP 😴😴 for TOO Long
Along with Min of Transport n Law also 😴😴😴
WONDERFUL 4G
We could control chewing gums. With conviction, we can control this problem. Now, its up to the "authorities".
"I have difficulty in movement...now I can move fast with this device"
Do one on anywheel and Helloride
You know the size of these PMA?? ...you think our path is large ? Where are the enforcement? Now alot of PMA users are speeding like hell....
Saw a young lady speeding PMA at Outram mrt . NEL exit 6 Eu Tong Seng (near bustop) early noon time.
Govt allows it .
Some speed..pretty fast like a motor bike
10/10 They speed like nobody business.
The problem is not about using PMAs. The problem is many PMAs are illegally modified to go very fast. I see these PMAs zooming past on the footpath everyday. This is an accident waiting to happen. A 100kg speeding PMA slamming into a pedestrian is sure to cause serious injuries.
There are also people that ride on normal bicycles that play loud EDM music too. So it's not just pma or pmd only
Guess it's an urgent need to regulate and surveillance these Pmas abuse users as we elderly need more of these tools as when the need arises later.
I’m disgusted whenever I see such PMAS being misused!
Yes! Just yesterday, I saw an old lady speeding on her pma ard a corner and she nearly knocked into an old man! So dangerous!
Came across an elderly lady riding PMA with one hand on handle while speaking on hp with the other hand.
A first-time warning followed by a hefty fine can be issued for such offenses
(a) Speeding while riding a PMA
(b) Using of handphone with a proper holder while riding a PMA.
To be honest.the pma riders is mostly big size individuals
Some do ride faster than my 20 inch bicycle 😂😂
Bicycle better laa..i Lost 4 kg in 2 months for cycling 4 days a week 🎉
If not regulated,I tell u .
Many more will use pma.
The normal path already small.
Plus bicycle and pmd and pma plus pedestrians.
Yesterday a big size body stop his pma in the middle of the shared bicycle and pedestrian path and use his hp and he sticks out his legs out like sit at coffee shop 😅
The bottom of the foodchain is pedestrian, the top of the foodchain is pma 😂😂
able bodied should be BANNED frm using PMA due to abuse.
yes soon you'll need a note from the doctor before you can buy a PMA
Eh what are those mini motorbikes thing that usually emerge after 12am?
Courtesy cannot be regulated, but hey, we are the only country in the world to have a courtesy campaign.
Yes- alarming n scary to see so many using PMDs not only on footpaths but also on the toads n void decks with blind corners. Battery charging has resulted in numerous fires n many able- bodied people using them irresponsibly.
Usage of PMAs should only be certified by doctor's recommendation as a valid excuse.
This is pain in the back especially they use in shopping Center what the government is doing
The host has vested interest and isnt really neutral. What she needs is a PMD and not abusing PMA. We should just restrict PMA and its use for the non abled bodies. PMD can be reviewed over time to encourage active mobility, but taking into consideration of needs by all parties and infrastructure.
LOL love the comment "Sometimes miracles do happen". These able bodied dudes using a PMA should be fined heavily.
Its hard to build cycling tracks as some routes are very narrow and it is not possible to have 2 lanes for pedestrian and for cyclists and PMAs.
It will be a big problem if the authorities does not act now to stop the abuse. There are more people abusing PMAs especially in the evenings when they know the authorities are not innfull force. I have seen family of 3 or 4 on a PMA. And I have seen PMAs on public roads.
If I am able to walk and require a pmd to travel. I find myself pathetic, useless and dumb. My legs muscles will become weak and become unhealthy.
Did that lady just said welcome to general public????
Amazing
In short, yes. Also cyclists on pedestrian paths need to be regulated. This is especially when there are many food delivery riders. They are quite nonchalant about the hazards they create. Some even blast loud music as they ride.
Please ensure only disabled people are using it. Those able ppl should not go into building or train.
Is it the policy that currently allow what is allowed ?😅
Thailand have the ‘whole family on a bike’
Singapore have the ‘whole family on a PMA’ 😂
These days you see many elderlies struggling to walk, not using PMAs, while many abled bodied persons using massive ones to do deliveries. What is going on, man?
Once i was carrying a lots of things so i decided to used the lift in a mrt n i encountered a old man on a motorised wheelchair trying to go in the lift as i was trying to get out of the lift n he refused to let me get out of the lift ist. I asked the uncle nicely why he don't ppl get out first n he rudely told me why i am using the lift since i can walk n have both legs!!
Because they think ,i am old so i can do anything ,u must give way to me.Take bus they also, put their thing next to them even bus is crowded.
No need to argue, you just stay inside the lift until he make way for you to move out.
