Carter Verone is an underrated villian... He was psychotic, narcissistic, and he was always one step ahead of everything until the end...I also liked how the actor was in pitchblack with vin diesel too...

Cipher is the stupidest thing in the franchise. Her being emotionless just doesn't help. So, 12.
Yeah, Cipher is awful. What even are her motives or purpose, it's just so dumb(watch out, there are gonna be people calling us incels for this). And then, suddenly she's an amazing fighter in Fast X, despite never fighting in the previous movies

Dante is like a joker and jack sparrow villian bro, he, brixton and shaw were the best villans
I would switch 1 and 2 around since Brixton Lore was more of a foot soldier for who ever he was working for and Dante Reyes should be taking the number one slot because he is beyond crazy and really wants to make Dom suffer and his not upgraded like Brixton so he uses his mind and his savagery to get what he wants.
Basically number 12-10 were more like just regular criminals belonging to a syndicate compared onwards who became more super villains.
