The ruling for the second play has been changed. It is now a penalty for illegal touching if a player is out of bounds and touches the football before establishing their presence back into the field of play
Source on that? This is true of the kicking team, but I can’t find it for the receiving team, and I don’t understand the reasoning anyway. It is a perfectly legitimate play. It’s not a quirk in the rules or something weird: it comes straight from rugby, where this sort of play happens all the time.
