Then 1SG would swoop in and punish the entire Company. Like, what the fuck does that teach? Does it deter negative behavior? Does it tell them that getting a DUI is bad thing like they already didn't know that? No, it doesn't. So you're (the crusty 1SG) just doing it to inflict misery on as many people as possible in a fit of anger and frustration. Not a sign of good leadership.
