Well, if you use psd file/layers(raster), then you will not be able to convert it into a shape layer in After Effects. For that, you need ai (vector) layers. So, to use the same techniques that I have shown in this video, you need vector layers.

Have you separate all elements
When you separate all elements then import illustration file in after effect as composition retain layer size
