These are all good hockey markets but it’s a bit surprising that teams such as Calgary, Edmonton, Montreal, Philadelphia, and New York aren’t on here if we’re simply talking about fan support. I’m a huge Flames fan and I think the Flames definitely have an underrated fan base in the league.

Got to Philly any day of the week their Flyers are playing and they’ll be on this list. Sold out Wells Fargo center, every pub downtown has the game on and merch sales are off the hook.
I think when they say “best” they mean “most profitable”. Forbes is a business magazine so I don’t they’d pay attention to the sport itself, so thinking about it from that perspective, the list kind of makes sense if Boston and Pittsburgh are at the top of this list. I would like more data though and how they reached those conclusions.
The fact that there are many metrics used makes it more credible. I would agree with you if they only used one metric (ex. only attendance, or only TV rating), but taking into account all of them “neutralizes” any uncontrollable disadvantages of any team. For example, Winnipeg has a disadvantage in having a small arena (which will impact attendance), but if Forbes took into account social media influence or merchandise purchases and they saw that they were high, they could conclude that Winnipeg has better fans than let’s say Arizona or Dallas (regardless of what attendance show).
Toronto is just weird, the corporate world has killed the building forsure, unless youre in the greens or standing. The fan base its self though is massiveeeee, the true fans are in the square, bars and travel. Any given road game, theres a crazy amount of leafs fan, heck in Buffalo, Ottawa, and sometimes out west, theres more than the home team! lol

The TV ratings are Nielsen (US) or BBM (Canada) ratings from the local area, which makes them entirely suspect because Nielsen and BBM ratings measure different things. Non-local viewers and viewers who watch via an app rather than cable or broadcast aren’t counted by either. As for "hometown reach", how is that even calculated? I think we all realize that by percentage of market reach the Winnipeg Jets are insanely more popular in Winnipeg than the New York Rangers are in New York, but there must be more at least casual Rangers fans than there are people in Winnipeg. (I however suspect the "Jets fans" and "people in Winnipeg" numbers are perilously close.) Edit to add: merchandise sales is only suspect when a logo becomes iconic in its own right, and that might only be the case for Montreal. This is much more of an issue in baseball, where tens of millions of people worldwide are wearing New York Yankees or LA Dodgers kit without the slightest knowledge that they are in fact wearing baseball merchandise. That said, it's pretty common for teams who turn over their rosters frequently to sell more jerseys than teams with fairly static rosters, so that's also something to take into consideration.
I think you are mixing up secondary market supply and demand. If you look at the the secondary market pricing, reflecting the supply (people willing to sell their tickets) and demand (the number of buyers), Toronto and Montreal are far and away the most in demand and hence have the highest prices.
I’m a B’s fan and have been for 35 years. I got to go to many games having grown up 8 miles for The Garden/Fleetcenter and I agree the B’s should be in the top 3 but how the hell are the going to put a team like Pittsburgh with a bunch of bandwagon fans number one? Since Pittsburgh got Mario in the 80s they’ve had the best player in the league (Mario, Jagr, Sid), except for a gap of a few years in the early 2000s at which time they came within a Crosby lottery gift of leaving for Kansas City. To me it looks like they absolutely NEED to have THE marquis player or they lose interest. Perhaps I am over simplifying, but that’s how I see it from Flyerland.
For me as European... We see this problém quite different way. In Europe, here are active supporters - Ultras which loudly support their team and those who only sit and watch hockey. So we would make ranking of Ultras. Importatnt questions for us in this case are number of supporters in home sector, level of noise they make, number of supporters in away matches in away sectors, chants, flags and so on. See some videos and you can imagine than what i mean - forexample "kometa Brno fans" "tychy hockey fans" Dukla Trenčín fans" or "Bern hockey fans". Also for me as a supporter of my club, it is impossible to put on a jersey of another team. My jersey is my Skin. Colours of my club are Colours of my blood. I support club from my hometown from first Day to death.
I'm only guessing here but hometown crowd reach might be what percentage of the people of the town are fans of their towns team. For instance here in AZ, there are many AZ born people who are fans of other teams cause the coyotes have a history of not being a good team. That's just my guess though!

The Bruins also only use e-tickets, so it might be harder to sell them on the secondary market.
