You gotta get his effects first. I personally got mine from DarthPaulRen's All Stars FLP. I can go more into detail if you also need to now how to apply effects and/or how to get them from an FLP.

The other Hellish Heights characters were not in the original plan, it was just MX in Act 1, 3, and 4, they were added as collateral when Crafty remade the cover and added Act 2. That's why I opted to call it "STAR-POWER REDUX", because it's a redoing of the previous cover, and I don't like making new names for a cover when I'm reuploading a new, improved version of it. "Hellish Stars" isn't a bad name though, so if you want to refer to it as that, then that's fine,
Turmoil should've been alongside the trio instead of Hallyboo, not complaining but Turmoil could've fitted there better since he's best friends with GB and they appear alongside Mr Virtual playing uno (turmoil can't see s*** lol)
Considering how All-Stars came after the Warp Zone Overworld and the implications of the v1 ending, I assume that the original plan was after M's/GB's third phase, Warp Zone gets unlocked and after beating all the songs there, MX comes back for one last battle.
I......... Think in the original plans, GB has a second song and gf was a playable on that song facing GB. The third song (i call it all stars (GB mix/version)) is GB would have a third phase (which i think it's looking like ultra M) which is an original version of all stars and original lore. It's reconnected
