According to lore all the Bretons know magic, but it does not mean that they are casters, the Ascendant even counter spell the elf hero lol, enchanting, conjuration and all kind of magic are even more common in Breton culture than most elven ones, although in ESO they show as generic high medieval humans.

In terms of being a mage, only the Altmer are better. The Bretons have magic resistance starting out, start with a conjur familiar spell in Skyrim and can be built up to be magic proof. Can I make a statement? Bretons were not man/mer hybrids. It is genetically impossible as outlined in the in game book Racial Phenology. I claim that Bretons got their magical resistance, not from mixed blood, but adapted it over time due to the horrible tortures the Bretons endured under Derini slavery. I speculate that the man/mer myth was a propaganda piece created by the Thalmor to garner sympathy from the people of high rock. This Breton, though, will never forget. Racial phylogeny and biology seventh edition says in its first line “after much analysis of living specimens, the Council long ago determined that all "races" of elves and humans may mate with each other and bear fertile offspring.” It then goes on to talk about whether an argonian or khajiit could mate with man or mer, and then it goes onto talk about orcs. When they talk about orcs notice that they speak about them as if they’re goblinkin (we know that orcs are eleven descendants, so you gotta remember that the books aren’t the actual people who made this game telling us stuff, it’s characters who were created writing a book based off of what they know during the time) when the creators blatantly tell us bretons are man mer it’s the creators telling us they’re man mer. Also there’s a half orc half imperial (vampire) in oblivion agronak gro malog it’s implied that the reason he’s so powerful is not only because he’s an orc but because he also inherited vampire traits from his father

The storm cloaks are the worst. They are merely pawns for the Knife-Ears. As much as I hate to use imperial terms... It is the Empire that is keeping the elves out of Skyrim. A weakened empire is no good for the realms of man.
