For those asking for the mod it's private and always will be. If I remember correctly COA was made as test bed for the Montana modification which is a public mod I believe.

That really is disappointing that we'll never get this mod. I love the concepts that it had.
Most of them are in the new Montana mod, which was the intention from the beginning.
