In frostpunk 2 you can have either the faith keepers or the stalwarts so its really up to the player to decide what happens with new londen.
Both options are equally not canon
Really? Is that later in the game or a different mode admittedly I haven’t finished it yet

Basicly you find a body with a insignia that you can choise to recognise as a symbol of order or faith which gives you your factions when you play as new london.
Sadly you have to start a whole new campaign from scratch to see the different outcome

Well, in the "On the Edge" starting cinematic you can see patrol tower in New London, so it is canon that it went trough the order path
Just finished the first scenario last night, the timelapse at the end of your city being assembled was a really satisfying touch
