Not just him but also Carmen, Suspect (obviously) and Sticky Fingaz are banned from tournaments for being too broken. Wish this game got a re-release with bugfixes.

Yes. It's not mentioned in the character select screen, but as you can K.O with his Hard Kicks and Punches you can assume that he has streetfighting (Because Streetfighters are the only ones that can KO with a Hard Punch).
IMPORTANT TIP
When Fighting Snoop, If you block one of his hits, he will go for a grab.
That is when you can parry the grapple
