No it’s not, they’re entirely different. If you are on a public right of way it is ‘assumed’ you have a right to film in tamdem. For CCTV and filming on private property it comes under ‘landowner rights’. Despite what some say, filming and photography is NOT covered by either the HRA or the ECHR..- it isn’t a “human” right.

You, as anyone else does, have the same rights to contact the controllers of the CCTV to get the video of you by stating the time and where you were filmed by them if you so wish to do. Can't believe the police mention what colour of clothes someone is wearing as though it makes a difference to their intentions. For example, if someone is in all black, it's intimidating as opposed to white, which presumably isn't.
