though, i'd think most people only consider release dates. even if they were in development first, they weren't the first to be used or be available for purchase. it all comes down to vocaloids being instruments: if nobody can use them in a song, they might as well not exist.
MEIKO and KAITO were DEVELOPED by Yamaha and DISTRIBUTED by Crypton FTM. Miku is the first Vocaloid DEVELOPED and DISTRIBUTED by Crypton themselves.
Miku is the third Crypton Vocaloid but the first of Crypton’s Character Vocal (CV) series. This is why she has the number 01 on her shoulder, Rin and Len have 02, and Luka has 03; they are CV01, CV02, and CV03, but Kaito and Meiko are not part of the CV series.

if you mean the first cryptonloids--technically yes, although they were developed by yamaha, they were published by crypton and today are widely considered 2 of the 6 cryptonloids
if you mean the first japanese vocaloids, the first vocaloids produced by YAMAHA, or the first vocaloids to have an official avatar/character--absolutely yes!
