It's an easy step. On the tools panel under the Zool tool you will see three dots ... right click the three dots then click edit toolbar. Locate the Mixer Brush then drag it from the group, then lick done.

@@TrevorBattle don't worry about that bro. The updated panel is created for professionals in my opinion and for professional shot images they are most likely shot in RAW. So any options you select using this new panel it's for 16bit images
Incase someone else ask you the same question the answer is Command + Option + Shift + E I finally got the answer from someone that use a Mac for retouching
