I assure WO got a permission from bangkok's administrator and the govern must've been there. otherwise its too dangerous as you mentioned. they have to when filming like that in JPN.
It's not about permission but it's about Thailand's traffic being one of the most dangerous in the world. There's no road block right there and that's why he said they were risking their lives.
