  • This film, produced in 1974 by Glynis Film for the Sacramento Charter Commission, was written, narrated, and co-produced by John Jervis. The film discusses Measure E, a 1974 proposal that would have merged the governments of Sacramento County and its cities and special districts into one governing agency. Ultimately, the measure did not pass. Statements by Charter Commission chair Tom Hammer and commission member Maynard Nelson are featured, as are shots of downtown Sacramento, the Arden Fair Mall area, Rancho Cordova, Orangevale, Folsom, Rio Linda, and many other local areas.

    This is awesome, I was a kid in Sacramento at this time and all of my early memories are exactly like this film, thanks for posting it.

    I was around 11 in '74 and lived in North Highlands. At 14:13 it shows the Lou's Burger sign on Watt Ave just past Don Julio Blvd, that Burger joint still exist and is still operating.

    Rio Linda is forgotten about on so many issues. I was glad to see Roy Hayer representing our community on the commission.

    Wow this is some golden footage. A couple of things that jumped out at me in my first viewing was the big dirt field across from the Arden Fair Mall. Also look at all that bustling foot traffic downtown, you don't see that anymore.

      I don't think that was Arden. I think it was Country Club Plaza.

      After reading your reply, I started to doubt myself and did some digging on the internet. We're both wrong..lol. Turns out that is the Sunrise Mall, which was then only a couple of years old in 1974. What gave it away was the distinctive Weinstock's building on the far left. All Weinstock's locations had unique architecture from one to the other. I found a website that showed all the locations and the Sunrise Mall one matched what you see in the film.

      @@mattkramer4132 So the camera was in an open field and the new intersection in the foreground is Macy Plaza Dr. and Sunrise.

    I still go to Lou's Burgers when I'm in town. Where they talk about the fire station that couldn't go across the street to put out a fire sounds like the North Highlands and Rio Linda fire departments when the line between the districts was Watt Ave

    It is good to see vintage footage of home sweet home !!
    I was just 8 years old when this footage was filmed back in the day !!! 💯🇺🇸🦅🗽🏔️🌹

      Oh wow. You're right. That Gulf gas station as the camera pans left is now an empty field. Interesting. I would never look at the empty field it is now and think there was once pavement and a gas station. Usually it's the other way around. You start out empty field, then get pavement..lol

    Does anyone know any more about this video? I'm pretty sure my brother and I and our 3 friends are in this video! Right at the 1:50 mark. Crazy! Showed my parents and they are pretty sure that's me! I grew up in the south area of Sac... in the Florin area.
