There is only one exception I know to this rule, but it doesn't help the player. AI France, when defending in their territory, immediately start making really good decisions on other AI (outside of tons of troops). You get them in a PU as England though, suddenly France has no brains anymore.
It's interesting to see a playthrough that doesn't involve some kind of, maybe not cheesy, but somewhat system abussing "lock the ottoman army in an island" tactic.
Assisting Albania as Byz who will then return cores for you has been viable for quite a few patches now, and was the strategy I used before the Third Rome dlc for a Very Hard Byzantium -> Rome -> Roman Culture Europe run Although trapping them is more effective

Anyway I guess the best course of action would be for you to prolong as much as possible this war. By doing so the Ottomans would have to merc up more and mor which would be impossible to sustain in the long run (even now they have a sizeable amount of them)

Arumba, I've pursued the Mare Nostrum for awhile until finally getting it last year. I have confidence that once you defeat the Ottokebs the first time you could get Basileus before the year 1600; the MN, however, is a bummer if you don't revolve your whole campaign around it, as AE coalitions and foreign ruler penalties can ruin your play (fighting 60k+ troops each war in the early 1600's can really slow you down). The strategy for getting the Mare Nostrum in time without getting coalitions or a lot of penalties is by conquering one or two provinces that have a "de jure" historical nation on them (i.e, Bulgaria, Croatia, or Crimea if they are swallowed by the ottos) and them liberating them as vassals to use the Reconquest CB, as it offers almost zero AE; and since the land goes to the vassal, you often won't get the foreign culture/religion penalties. The right ideas to go for this are mainly Influence (diplo annex, AE cooldown and vassal management) and Diplomatic (relations threshold). I'm eager to see you play this series, as its achievements were the ones I most sought after :)
Inspired me to do my own Byzantium run. Gave condottieri to Venice, got two cores back in return. Then beat up Ottojerk, got all but one core and took the crossing provinces. Finally, Maamluks beat up Ottojerk and gave me back my last core. It’s been a good day, no restarts required.
I actually got this achievement through naval supremacy. I built up to fourteen galleys and declared war on Venice to take that province north of venice from them. (They were also at war with mr otto). That province is key because you can lock the ottoman army down in it by besting their fleet (they only have eight galleys to begin with) and blocking the strait. After that you can siege down their entire country and they are completely helpless

Playing as Ragusa,allied Milana and Hungary so when Otomans declared war on Albania who was guaranted by Venice done fast atack on Albania made them Vasal and called my alies for defensive war. Otomans was in war with me Venice Hungary Milan Genoa and few others and I menage to stop their invasion also i take few provinces and created Bosnia and Serbia as my vasals. After that Alied also Austria and taken Dalmatia from Venice and Joined HRE. next plan is to take papal state and expand in Italy also i allied now Florense and canceled Milan. Quantity my first idea as Ragusa to increase my force limit and keep loyalty of my vasals.
Arumba could have just joined the war and not rent his troops .... most likely Albania will take the adjacent provinces but will return byzantium’s cores if arumba gets enough warscore

Is my game bugged or something? In my games the Ottomans just don't do stuf like this. In my current Oman game (trying to get The Third Way achievement) it's 1490 and they've already taken Byzantium, Venice's provinces in Greece, Eastern Anatolia, utterly murdered the Mamluks in the first war and conquered their way through Qara all the way to the Persian Gulf. The Shadow Kingdom just fired and they're now beating up Genoa and their Austrian ally. Seeing vids like this dealing with the Ottomans so handily makes me both happy and sad that I can't seem to contain them no matter what I do. *Sadface*
Its not that hard: You need to kill them before 1450. The get strong once they have the City of Worlds desires and all the balifs and build up their galleys to max. In your case its a bit sad but if you want to play Byzantium or similar you should just wait for their DoW and prepare for that. So when they come you destroy them with your allies like demonstrated here. In "very hard" its a bit iffy but I just tried. Even just traight gettying 3-4 derp allies will be enough to win the war firsttry esepcially if you get some lucky sieges ;)
You are right, of course. It was a bit of a rant as well. They're really not THAT strong before they snipe Constantinople. It's just that the AI never seems to manage to contain them. It always falls to the player to (try to) stop them once they inevitably blob out of control. Either that or the player has to start near enough to intervene in the early game (which usually isn't possible if you want to hunt for achievements like me).
I bought eu4 last week, mine doesn't look like this one at all. Names of the nations and borders are much thicker on your map. Is this a mod or something?
"graphical improvement map mod" is the name of the mod, you can install mods in steam workshop, there is a few more map mods there, if you want to try it.
Personally I hate this one, I see nothing wrong with how original looks. He says he can see borders better this way. It's only borders&font mod, no gameplay changes, so, your choice.

you could swap out some merc infantry to save your manpower for later can you take away your troops from albania? if so just let the ottomans draw this out and lose troops against venice and serbia as long as possible
here is a cheesy way to do it, start as the ottomans. wipe out byzantium. then move your capital and release bzy as a vassal and play them. you can even sabotage the ottos first by using their manpower and deleting all their troops and ships.
When you improve relations with someone, the diplomat will automatically make them improve relations with you at half speed. So Byzantium gets +3, while Albania, through the Byzantine diplomat is getting +1. When you reach +100 relations with them, they should get +40-50 relations with you.

At this early game, if this goes on, they can go bankrupt from this. It happened in one of my Byz runs.

By "vanilla" I think he means without third-party game changing mods, such as Common Universalis, not "without DLC".

You cannot get the Basileus achivement starting with the Ottomans, this can ONLY be obtained by starting with Byzantine in the year 1444:
