NEC made most of JCPenney's electronics.

That is a 1984 Panasonic mechanism. The idler tire will need to be replaced. The VXP0521 idler assembly is best for replacing the central mechanism. Should end all squeaking.

Probably built like a tank. I was a senior in high school when that was made

tape path contaminated? Many a time I rescued a VCR from the dump, it started playing, it started struggling, picture went to crap (even in still) and it eventually aborted. Trying to play that section of the tape in any other VCR, the same thing will happen even though that tape was good before trying the "new" VCR. That's contaminated tape path, just clean the video head (drum & base) and all the nooks&crannies the tape passes through.

Wasn’t there a dummy service cassette shell that would allow you to see what was going on with the mechanism?

Is the rubber tire for the spindles still soft and supple? Judging by the sound, the tire might be slipping when it is trying to turn the tape spindles.

They tore down Bud's Broiler on Vets.
Another reason not to come back.

Wow...what a shame. So many places are gone in that stretch of Vets.
