I dont know why it feel funny to you ? I mean 40% flat atackspeed feel really good on xayah and that 7% movespeed is good to outspeed everyone combine with ghost . Its really cheap item too i mean there is no other item except static shiv that give you this much stats for this low price . You dont buy it for that pasive you buy it for stats thats all .
