As soon as 'Russia will lose war' stopped attacking 'Empire of Raska' letting you stalemate it out, i would have been on them... they made a mistake by making it so obvious when they went over to 'Usonia'. I saw that too but I was a bit trapped with Empire who was going to def keep attacking me. If I went into russia earlier I think it might have been a 2v1 against me
Typically attack the stronger of the two since their attack will do the most damage. Focusing one can also get the other to over commit troops and you can switch and take down the weaker of the two
