It's true that manyao sounds similar to happy hardcore and the reason is that where happy hardcore emerged in the UK as opposed to the European mainland subgenre of hardcore happy hardcore itself is actually very similar to Hi-nrg where it emerged after the 70s arose with a lot of similarities to Eurobeat where Eurobeat didn't last long in the UK and it became Eurodance. Eurobeat itself then made its way to Japan and has already established itself there as a subgenre. Happy hardcore is almost the same thing that happened as Eurobeat but it has many smaller subgenres and has spread across Europe to this day and the subgenres that came from happy hardcore are j-core, lolicore, futurecore, hyperpop, hyperphunk, nightcore and also influenced manyao. UK hardcore emerged in the UK around the 2000s

But what arose in the Netherlands as a genre similar to happy hardcore, namely bouncy techno, that arose in the Netherlands. But you have to say if you look into the history of electronic music and EDM etc. you quickly notice that there are not many of these sub- or micro-or genre, not so many genres would have been created and not in too many countries because not only the Netherlands is important but also the USA, UK, Germany, Switzerland, Japan but also India and many others
