I feel like Bruce chose a fate worse than death by becoming Batman. No matter how many times he stops villains from stealing and murdering, no matter how many people he saves, in the end, if he doesn’t deliver the finishing blow, he’ll just suffer until his last days.

While I also think this is absurd, I think the reason for this may be that Joker isn't classified as a normal criminal per se. He's classified as an insane Person, and as such the rules dictate that he should go Arkham asylum to get help, whereas Dick Grayson is a regular dude who killed a man, so maybe in that circumstance, he gets to go on death row, whereas the Joker does not because Be needs to go to Arkham asylum.

Besides, in examples like Injustice and Batman Forever, gangs pop up influenced by the _death_ of villains like Joker. And _those_ gangs still have a Batman around to keep them reasonable. Imagine a world where Joker or Scarecrow is finally killed, but it just influences an unknown number of weirdoes to form into cults and follow in their footsteps.

Superheroes in DC tend to only protect a general local Area.
Superman generally only attacks stuff that threaten Louis Lane and Metropolis. So unless the Gotham gangs threaten to destroy Metropolis or the entire world. Superman tends to leave it alone.
Crime outside the City Superman tends to leave to other heroes.
There is a timeline where Louis lane gets killed by the Joker. Causing superman to be a dictator and police the entire globe. But in that timeline he is a villain.

This is a darker remake of an older story. In that one, Robin goes with them and finds the world they were brought to has no heroes. Even stories like King Arthur and Robin Hood don’t seem to exist and Krypton seems to still be where it was. After Batman saves the Wayne’s, we see time pass in the alternate reality and see that worlds Bruce Wayne being inspired to become Batman by his alternate self saving him and his parents. Implying that world will have at least one hero.
