Well, in Kabbalah it means the same horn and to make it clear, this is the reason why the great rabbi of Nazareth, Jesus said:
"Do not think that I will accuse you to the Father:
there is one that accuseth you, even Moses,
in whom ye trust. For had ye believed Moses,
ye would have believed me: for he wrote of me."
~John 5:45
Further more, the in the book of Job we see Job in a severe pains of boils, which is the sixth plague of Mosheh (Moses) to Mitsraim (Egypt), the physical body. The 1st plague to tenth are all based on initiation, and this was suppose to be known by all Jews, Christians, etc. I know that it might sound confusing to others but lets keep it simple for now. But also this has nothing to do with demonizing the Jews (11:51). God need Mosheh together with His people because Mosheh represent Ha'shem (if you read the name backward). Mosheh is the soul whose garment is Israelites. Without this garment, he is symbolized with two horns. He is the one who goes to and fro in the earth (Mitsraim/Egypt, the physical body) and walking up and down in it through spinal medulla.
Mosheh is the key to sarvation because the three letters Mem, Shin and Hei are all have the meaning: Mem for water, Shin for fire (The Holy Spirity) and Hei for womb. Thus the great rabbi of Nazareth, Jesus said:
"..Verily, verily, I say unto thee, Except a man be born [Hei]
of water [Mem] and of the Spirit [Shin], he cannot enter into the
kingdom of God." ~ John 3:5

The stories of the Bible has everything to do with our psychic and that's why Mosheh represent a human Soul with majority of its part (Israelites) been captured by evil deeds. Thus he (Moshes) is depicted with horns (as Satan) without him deliver the rest of his part (the Israelites as a garment) to Ha'shem. In this case, for the souls who fail to deliver the people, this is what the rabbi of Nazareth, Jesus said:
"11 And when the king came in to see the guests,
he saw there a man which had not on a wedding
garment: 12 And he saith unto him, Friend, how
camest thou in hither not having a wedding
garment? And he was speechless. 13 Then said
the king to the servants, Bind him hand and foot,
and take him away, and cast him into outer
darkness, there shall be weeping and gnashing
of teeth." ~ Matthew 22:11-14
When Mosheh didn't came with the wedding garment, the Israelites before Ha'shem, Ha'shem said:
9 Now therefore, behold, the cry of the children
of Israel is come unto me: and I have also seen
the oppression wherewith the Egyptians oppress
them. 10 Come now therefore, and I will send
thee unto Pharaoh, that thou mayest bring forth
my people the children of Israel out of Egypt.
~ Exodus 3:9-10
We must meditate on this in order to fully understand. Again I say, THIS HAS NOTHING TO DO WITH DEMONIZING JEWS. But any human soul is represented by Mosheh in (individuality).
