Season 2 feels much better because the light novel itself starts getting hype after Volume 3(The place S1 ended at). Animation quality and pacing wise I think S1 was much better despite the poor direction that still hinders season 2.

It's because episodes are getting out sourced left and right. Sadly Lerche production has been a little all over the place, and their schedule isn't very good this season. They were either were forced to rush the entire season, or they begun the project really late. Probably forced, though..
