Just like "I don't know" said, if you look at the scale, each box must represent 200, so if we look at 2010, the number of pups is 44,200. Then in 2012, the number of pups is 46,000 (a difference of 1,800). If you look at the differences between 2012 and 2014 for example you will see the same jump between years.

How do u get 1.8 thousand on Q17
I had the same problem ! this one stumped me
Because 1 cube represents 200 there for and because it 44 thousand and 46 thousand there's there's difference of 1.8 thousand
