This sums up some issues quite nicely. The first fella assuming the police are wrong and covering themselves (and also spreading the misinformation). And the 2nd part where the police would rather escalate the situation and ask fir forgiveness rather than create a calm situation.
The issue is firearms, it takes just seconds for someone to pull out a gun and shoot you, the situation was Highley volitile so both the suspect and police officer are scared of being shot which creates a hostile environment. This is the same for real life in America its fear that drives volitile situations and that drives the negative narrative.
