Although I am not disagreeing with the fact that they might have possibly been starving her since it's a common practice amongst the Kpop industry, I just wanted to clarify that being younger looking than your actual age doesn't immediately correlate to the fact of starving one's self. If anything, I believe it has to do a lot more with genetics.
