In this case, both prompts have elements of the "Why Medicine?" category, but the section of Prompt 1 that reads, "Explain (...) why the Program in Liberal Medical Education (PLME) will best meet your professional and personal goals" also indicates that the adcom really wants to know why the applicant believes that this particular program is a good fit for them. @@miyazansari1803 It does not necessarily have to have a "Why Brown PLME?" element. The question is primarily asking about your personal background as it relates to your path and perspective on medicine.
