Vicky with a WInchester 1894 shooting the .44 Hollow Point had an 82% critical hit chance in my playthrough... As long as one enemy body part is not armored, she is doing amazing damage...
The M82's crazy damage, crit, range and armor penetration really come into their own when used together with a suppressor as a one-shot guaranteed-kill stealth weapon when sneaking around before the battle starts. Add a thermal scope, it even borders on being overpowered. In the sneak stage, there is no AP requirement which completely mitigates its key drawback and that's when you use it the most. I would usually get my sniper babe to efficiently and reliably pick off lone enemies to clear a path for the rest of the team to maneuver into position, or have her sneak around the edges of the map plinking targets of opportunity to reduce the enemy force as much as I can before the firefight even begins. To delay triggering the battle to your advantage, you need guaranteed stealth kills -- that's what the M82 is for. It's a lot more convenient than sending a ninja merc in close to slit throats. The .50 cal ammo is really scarce, but since it's a one-shot-one-kill weapon the M82 is economical plus there is a stall in Fosse Noir I think that actually sells it. The easiest solution is to just hire Barry coz his 90+ explosives stat means he can immediately start making whatever ammo you want as long as you supply him with the parts.
By the way it is possible to get a PSG-1 early. Just visit Facheaux' base, but you have to do that before he turn on you that is. The catch? 2 in fact, one is you need someone who can lockpick or crowbar a locked door, and two I think you need someone with high enough leadership or wisdom. Talk to the Colonel first, you can say what you want to him, it matters not. After that, you can talk to the two Quartermasters in the armory. One Quartermaster is in the explosive storeroom, that's not the guy you want, this guy will give you some grenades if you pass the check. The one you want to talk to is the one on the upper floor behind a locked door, you need to open that door to be able to talk to him, he will give you a PSG-1, though it will be in poor condition so you have to repair it first.
I think what we need to bear in mind about the Dragunov is the following, first of all you can get Dragunovs equipped with thermal scopes for $2000 very early on in the game, pretty much at the start. Secondly, you can buy both HP and AP rounds for this gun again very early on, which is something you cannot say for the other sniper rifles. These two factors make the Dragunov a very powerful gun to use IMO.
I run this gun on every solo/ironman run. As u said, you buy one plus AP ammo very early and had it for most of the game until i got free psg1 at the military base. Burstfire is a game breaking on this ;]
Current alpha team : 3x PSG1 (1 M82 if needed) one of them is Shadow super stealth solo flanker/backstabber pro-sniper + 1x FN-FAL 4x15 dmg overwatch/area control + 1 Grenade Barry + 1 The Thing (machete) Igor, with all the foggy areas in mid/late i manage to kill enemies before they really notice what's happening most of the time (Commando dif, probably viable in max dif) Gold Fever and Confidante are very good early game weapons/carrier weapons. Warsaw Pact weapons not (dragunov not too bad before PSG1 although i prefer M24 to dragunov for these nice head shots)
The Dragunov with Burst Fire is a rather glaring show of unrealism here, not to mention the use of a wrong caliber (Latter mistake goes way back into JA2). If anything, I was expecting the appearance of the SVU-03a Bullpup Sniper Rifle with this feature with either 20 or 30 round magazines. And if there was going to be a so-called Sniper Rifle using the 7.62mm x 39 ammunition, I would be expecting the Iraqi Tabuk to be used instead.
None of this is realistic. Suppressors aren't silent, the ak74 is actually the akm, the su doesn't fire 5.45, and so on and so forth. Expecting realism from ja3 is a fool's errand, but I do understand your frustrations. It annoys me too lmao

Whatever the case, it was supposed to be the AKM that was meant to be the most common assault rifle used instead of the AK-47 (AKM was historically a very prolific mass produced firearm from 1959-1977 compared to the AK-47 after Stamped Sheet Metals have improved in quality). And if anything, the AK-103 Assault rifle would have been used as a straight upgrade to the AKM instead of the AK-74 (which itself is supposed to use 5.45mm x 39, with the AK-74M as a straight-up upgrade).
The M82 is super rare I think. I didn't find a single one in my playthrough. I think mid-late game, PSG1s are the way to go. Dragunov is good for an overwatch build though.
I‘ve started just two weeks ago with the game and for me the most efficient way is to play the game almost exclusively in stealth mode. I‘ve Ice and my Charakter with good sniper skills using silenced k98s with the 5x scope and a secondary mp or ak-47 for them. Blood as an good knife fighter equipped with a silenced pistol. That combined with Fox as Medic, Steroid for all the mechanic stuff and Barry for all explosive stuff is an excellent team for me. I was able to eliminate 7-10 enemies just by sniping them from the roofs or oberserving positions very often with only one bullet headshots or getting them with bloods knife / silenced pistol. It is time consuming finding the right positions but if you know how they’re moving and especially their movement when alerted makes it easy to shoot them. The KI is in some way a bit too stupid, if you kill one of two and there is the alert and this one didn’t got your position you just can wait this 2-3 rounds till the alert is over and then the second on is easy… there are only some places where the map is so close that you need to get into direct firefights with them. In that cases I figured out the best way is to get the team in one building, shoot one of them outside and the rest will come person by person into the house/floor and 3-5 teammates kill them easily with the reaction shot.. main reason for my stealth attitude was that I didn’t figured out that I can craft my own ammunition 😅
My favorite sniper rifle is the PSG1, I can pretty much 1 shot anything with my silent sniper. It's not cumbersome like the M82 and M24. M82 is powerful but limited ammo and cumbersome. I also like the winchester in the early game because of the abundance of ammo and firepower. the only downside is the lack of mods.
I don't understand why your so hot for the aiming bonus scopes. I don't have issues with hitting stuff, if I have an issue it's with hitting stuff in cover or glancing shots, so ALWAYS use the chip scope that disabled those negative situations. Only aiming bonus scope I use is the one that give you +3 aim on your FIRST action in a turn, I use it on all my 98's with the silencer and usually ghost kill most of the map without being discovered, it really helps since the game, last I played, has no pause (it does when I wrote this, so I'm not sure if that is going to change my style of pre-chip play.). With a sniper team, you are usually dealing with having a team of six mercs that need to kill two enemies before they alert the rest of the map. You get a skill (and/or fox) to ensure you get time to kill small groups without alerting others.
This game drives me mad. The SVD, or Dragunov, was chambered not in 7.62x39, but in 7.62x54R. Though it shared a lot of similarities with an AK platform, it was never designed to shoot 3 round burst, nor did the AK on which part of the design is loosely based. These facts were not overlooked in Jagged Alliance 2, so I wonder why they were here. Armour penetration is also not necessarily down to the individual rifle as much as it is the type of ammunition used. For instance, in 5.56x45 mm ammo, you can have a typical ball round, 55gr, FMJ, which would not do a great job piercing armour. But a 62gr LAP green tip round could penetrate light armour. In comparison, a 7.62x54R could very likely penetrate medium or heavier armour, even in a non armour piercing configuration, based on the sheer amount of energy and velocity the projectile has.

One more thing, the burst fire on the Dragunov does almost as much damage as the M82 and more damage per AP.

10x scope is for mercs with low marksmanship so they can at least do some damage safely at the back.
The G98 is a sweet starter gun. I prefer it more than the AK47. I save my AK ammo for my RPK and spray like crazy
Ak-74 is the ultimate assault rifle in the game, and the medium armor penetration is a must have to the final part.
The g36 is broken, but I just found one in my game, used the ak-47 most of the game.
