I agree with you on him having Flying, no mana cost, and having to escape from the command zone. However, changing Escape to include commander tax might be a stretch, like @fasce said "at that point why not make it Delve instead". I think the Escape cost will be [U][B][R] and exiling 5 cards from your graveyard. Since he won't be a planeswalker, he might have abilities similar to his other creature iteration, discarding on ETB maybe even reanimating creatures from opponents' graveyards/stealing creatures or planeswalkers from their boards on combat damage to the player as a nod to a bit of power he still has... other than that he might not even have the name Nicol Bolas anymore, because he can't use either of his names anymore

The planeswalker-or whoever Wizards of the Coast decides to bring into the story-will always survive. Yawn. Even if their body is turned to metal, their flesh is stripped away, or they were Thanos snapped, they’ll be brought back. Yawn. Lore is dead. Let me sum up the the next story; Bolas escapes, planeswalkers that just got their spark back will trap, kill, or inprison him back into lame realm where wotc will bring him back in 5-10 years. Main or side character might "die" or just lose their spark again like it's a currency to be reborn. Yawn. I almost put myself to sleep.

Nah, Nicol Bolas learns that he has the ability to copy all Eikon's abilities, even gaining access to Omega's abilities, he picks up the tome of Ultima at the top of Mysidian tower and learns Ultima, he also picks up the Holy Materia from the City of Ancients after Aerith's been stabbed by Sephiroth and learns Holy, and gets a boost for Meteor after getting the Black Materia, he also gets some symbiote powers after connecting with Venom, learns how to utilize the infinity stones, and also learns how to make Krabby patties from Bikini Bottom.
Magic needs some new Villains. The problem it has is they have an ultra mobile army of planeswalkers, but most Villains are static to the plane they reside. That's why thing I miss about the game, reading Ice Age cards about Lim Dul, and Yawgmoth. And not even seeing a Lim Dul card until later. They were larger than life in many ways which sparked the imagination. From what used to be a well thought out story that was saga like you essentially get a million good guys, with little to no character developnment teaming up for a MTG marvel movie and you get less story arch than a comic.
Basically if it were written by me; because of how my best friend plays the deck, I would find a way to lobotomize it permanently, rend his arms and legs and tail and huck them in to stars and black holes, blind him deafen him and remove his tongue then use two omenpaths permanently tied between a sun and black hole and a chain through him and force him to make an infinity loop of being infinitely diminished and expanded through solar ejection no healing through the cauterization from the sun. Oh I make him truly immortal and a mental suggestion making him beg for this penance. Cause you know I'm going easy on the thing without a name due to how my friend uses it as a cover to steal my cards in game and serve as a reminder keep your grubby mits off my cards go and spend money on your own gosh darn it.
Since they did not straight up kill Bolas it was a given he would return in one way or another. that said that one tiny message is not enough in my mind to say he will be completely OP. he will be very strong as his cards always have been. but completely OP in this day and age is asking for a ban.
Yeah from the time he was in there the card prison realm shows how he was prisoned and it’s an enchantment with no form of protection so it was always an option for him to get out. Hopefully ugin can get out with him

Makes sense to me for Bolas to come back. When you really think about it, with how much mastery over time and foresight he had, there really is no way he should have lost the war of the spark. It would make sense if he knew he would lose and had a backup plan, as the war itself was just a ploy to weaken his only real threat, the gatewatch.

If I was to tweak this bolas I would say instead, when an opponent cast a spell you may cast a spell from their graveyard with mana value equal to or lesser than the spell cast. Might be slightly of on rules text word but you get the idea.
It would be super stupid to make bolas wubrg and rob him of his clearly defined grixis identity. He lacks the personality traits associated with green and white, while embodying perfectly what grixis stands for. Changing that would destroy the character.
Lorewise, i believe that Bolas will off or fridge Ugin offscreen (how, idk, kaya style, sealing in a jar, sealing into a moon, theres lots of possibilities, hell maybe Ugin got turnt by phyrexia in MoM but nobody knew [I mean, he phrexia vaxxed Tezzeret, so I doubt bolas would be turnt]). I doubt they'd have New Bolas with the name Bolas in it at all, nor would they have it WUBRG; unless it's another flip card where the front is not Bolas at all and has GW colors in the front but then the back is only UBR in color identity, thus making the whole card WUBRG. Even then, I doubt they'd make Bolas WUBRG. More likely, I believe at the end of the Nicol Bolas Nickle Boron Arc, they'd have Ugin return WUBRG but in a Morophon manner where the WUBRG is in the ability, but the cost would be pure colorless to cast. Similarly, Bolas wouldn't be a planeswalker card again until the same last part, but maybe getting a premending planeswalker status he was after in WotS, so would be a similar situation to the Urza/Mightstone/Weakstone situation.

Basically planeswalkers team up chasing Bolas around shifting planes trying to regain his power. If he collects half of the opponents sparks rounded up he wins. Bolas card could even have abilities that are only unlocked or upgraded as he collects sparks so starts out at disadvantage maybe due to numbers but eventually gets unbearably OP as he defeats more players.
As far as your hypothetical design, i would give him flying and trample, and i would change his "Cast up to one target card" thing to a duress effect, but if you choose to discard a creature from their hand you may pay life instead of the CMC for that creature to put it on your battlefield. We'll have to wait and see, the lore is a good part of MTG and WotC turned the game into "Fortnite, the TCG" and this new direction is a really good start. Hopefully they go back to the second iteration of the SECRET LAIR system they had because if MTG does make a "come back" the scalpers will be VERY happy.
I think you are getting something fundementally wrong as Vorthos and massive fan of Bolas I have to tell you if he lost his power, even a little, it was a big blow to him and probably sent him back to his origins: a smaller dragon because Bolas' story goes: Elders mocked him because he was small and frail. After recovering in Ugins's real he will be small again. I wouldn't be shocked if Bolas stat line is more lik3 a 2/2 or 3/3. I don't think he'll return directly as a 7/7 dragon. Also one other thing everyone should remember about Bolas: he likes to plant his plans in other's plans and never, ever goes for the small prize. Say how are Jace and Vraska planning to start their universe where they can have children again? >.>
well...the prize for aetherdrift races is...a spark, yes? could be how he gets a spark again amonkhet has racers in the race and if the omen path did make a path to bolas' prison, it could all be connected somehow.
ngl I do not care, they could have had an epic return of Bolas during March of the Machines and with the repair of Tezzeret, but they canned that set and any Phyrexian lore as soon as they could to put out the most uninspiring sets after.
If Bolas does come back, I hope he isn't a WUBRG dragon commander. I think it'll be brilliant and bold if he's either Yore-Tiller or Glint Eye. We have more Ink--Treader commanders than other 4 color commanders. WotC should fix that. Making Bolas a 4 color commander would be interesting.
He could still have his spark since he is in the meditation realm shielded by Ugin, and Ugin has a new card as well that IS a Planeswalker. That or he gets out and gets the Aetherspark and becomes a full on villain again

Entirely too powerful. Something like “whenever an opponent casts their first spell on each turn, you may exile target nonland card from that players graveyard. If you do, copy it. You may cast the copy, and you can spend mana as if were any color of mana to cast the copy.” This way it’s not too busted, and adds a little more functionality to the card with graveyard hate
why.... i thought bolas' end was pretty cool. I don't mind getting new cards of him but from a story perspective it's just really lame to bring back "dead" characters. While MTG does not have the best story, especially in recent years, war of the spark felt like a really good climax to the story that I had become familiar with at that point, and it's just kinda ruined now.
Bolas was behind [blah blah blah] allowing him to steal the spark and return as the main threat because [yada yada yada] for Wizard's writers are hacks and clearly Ugin is too stupid to outer proof the Prison Realm.

As far as your hypothetical design, i would give him flying and trample, and i would change his "Cast up to one target card" thing to a duress effect, but if you choose to discard a creature from their hand you may pay life instead of the CMC for that creature to put it on your battlefield.
We'll have to wait and see, the lore is a good part of MTG and WotC turned the game into "Fortnite, the TCG" and this new direction is a really good start. Hopefully they go back to the second iteration of the SECRET LAIR system they had because if MTG does make a "come back" the scalpers will be VERY happy.
I think you are getting something fundementally wrong as Vorthos and massive fan of Bolas I have to tell you if he lost his power, even a little, it was a big blow to him and probably sent him back to his origins: a smaller dragon because Bolas' story goes: Elders mocked him because he was small and frail. After recovering in Ugins's real he will be small again. I wouldn't be shocked if Bolas stat line is more lik3 a 2/2 or 3/3. I don't think he'll return directly as a 7/7 dragon.
Also one other thing everyone should remember about Bolas: he likes to plant his plans in other's plans and never, ever goes for the small prize.

ngl I do not care, they could have had an epic return of Bolas during March of the Machines and with the repair of Tezzeret, but they canned that set and any Phyrexian lore as soon as they could to put out the most uninspiring sets after.
If Bolas does come back, I hope he isn't a WUBRG dragon commander. I think it'll be brilliant and bold if he's either Yore-Tiller or Glint Eye.
We have more Ink--Treader commanders than other 4 color commanders. WotC should fix that. Making Bolas a 4 color commander would be interesting.

Entirely too powerful. Something like “whenever an opponent casts their first spell on each turn, you may exile target nonland card from that players graveyard. If you do, copy it. You may cast the copy, and you can spend mana as if were any color of mana to cast the copy.” This way it’s not too busted, and adds a little more functionality to the card with graveyard hate

why.... i thought bolas' end was pretty cool. I don't mind getting new cards of him but from a story perspective it's just really lame to bring back "dead" characters. While MTG does not have the best story, especially in recent years, war of the spark felt like a really good climax to the story that I had become familiar with at that point, and it's just kinda ruined now.
Bolas was behind [blah blah blah] allowing him to steal the spark and return as the main threat because [yada yada yada] for Wizard's writers are hacks and clearly Ugin is too stupid to outer proof the Prison Realm.
