@@Replykx A better answer is yes he's catching up to katakuri's observational haki level but the difference is he's using the color of observational haki to see the intentions of katakuri's attacks
right now that is the case however if u read manga u will see that luffy will learn to see bit into future like katakuri and surpass his own limit and get stronger during their fight in order to overcome katakuri
