- In Manchester, people are trying to make sense of a devasating report into how the emergency services responded on the night of the Manchester Arena bombing .

Twenty two people died, hundreds of others were left injured.
The report found the emergency services made mistake after mistake and that one of the victims, John Atkinson, might have survived if police, ambulance and fire services had responded properly.
Only three paramedics entered the arena's foyer to help the 91 people lying seriously injured.
It took over two hours for the fire service to arrive on the scene, and the two most senior police commanders on the night "made no effective contribution".
We have been speaking to some of the victims and the families of those who died.

Instead of throwing the emergency services under the bus for doing their jobs why don't we ask why the bomber and members of his family were sent to Libya to overthrow Gadaffi and then allowed back into the UK despite the fact that the local Muslim community raised concerned about the salafi ideology that the Abedi family followed both before and after they were sent and recovered from Libya?

Emergency services need to be trained for disasters ten times the size of this one.
With the benefit of hindsight, I sincerely hope that lessons will be learnt this time and security services will review their policies and procedures throughly and vigorously to ensure that this doesn't occur again on UK soil. Prayers, vigils (with Oasis songs), resolve and meaningful dialogue.

I'd suggest you watch Richard D Hall's excellent independent investigation into the arena attack. Lots of evidence to show this wasn't a terrorist attack. So many things don't add up, including the lack of CCTV of the actual explosion. Abedi was seen running out of the arena building leaving his rucksack beside a wall, he was then pursued by armed police response teams who followed him around the city, this was recorded on their radio coms. The device said to have been used was (according to security services) does not produce a yellow flash, but people witnessed a yellow flash. Many of the witness statements contradict each other, Nick Bickerstaff's camera phone video (said to have been taken during the panic) shows concert goers walking casually past him, and Ariana Grande can be heard in the background, though she was supposed to have stopped performing before the explosion occurred. Ambulances were told not to enter the foyer until later on.
This is part of the price of cultural enrichment, which the gov are certain brings great improvements to the UK.

A member of the public reported Abedi, wearing black clothes and a large rucksack to Showsec security. A guard observed Abedi but said that he did not intervene in case his concerns about Abedi were wrong and out of fear of being considered a racist. How sad is that. Feared of being called a racist.. This is the true reality of the world we have made.

The guy was out there for hour's there's video he could hardly walk if it was reported it should of been to the police.. when I was there the security had no problems removing a disabled person because he was making a noise.. the toilets are near the entrance which when I went never saw one security guard. Anyone could walk in including the gut who was praised for helping the injured who turned out to be robbing the injured and dying. Has I said the arena and guards need to be held responsible.

since this happened and i see people with massive back packs in a shopping centre especially manchester shopping centres i always worry and think “i hope there not a bomb in there” it’s given us fears 😢
It's pretty disgusting to blame rescue services for anything that happened there as I'm sure they were definitely doing everything they could and a major terrorist attack is not part of their everyday training. It's like throwing blame at the first responders on 9/11.

Notice at 0:36 how a call handler states “this sounds genuine”. All calls should be taken as sincere immediately and not pre-judged.
it's a not a pre-judgment, it's a statement of fact, every call that comes in on 999 can be one of four possibilities; genuine, false (as in a hoax), a call with good intent but incorrect (reporting someone burgling an address but really it's the bloke that lives there who has lost his keys), or over-exaggerated, that's an unfortunate fact of life. There are tens of thousands of hoax calls to 999 every year across the country, West Yorkshire Police alone received almost 2500 hoax calls 2020-2021, that's over 6 calls a day.

@@Nushka23 and they are, but it doesn't mean that an assessment isn't made during the call, it is part of the decision making process and determines the number if resources you send, hoax sounding call send minimal units to check, genuine sounding call send everyone.

@@Nushka23 Police don't have the resources to send everyone to what might be some blue light fanatic nor would it be appropriate to divert needed resources from other incidents to what may very well be a bogus call. You'd have a tough time justifying yourself at an inquest over why you let Jane Bloggs receive a shoeing from Joe Bloggs for the final time so she decided to end it all by jumping from the nearest high rise.
Bombers are known to allow enough time to let emergency services rush in the in a second bomb goes off. I don't blame them for not going in until it was cleared by the emergency response unit.

The place was not cleared quickly enough, children were left to die because of damn protocol. The emergency services should have a better plan than just standing around with their fingers up their arses until they feel it's SAFE to do their job ffs.

It's easy saying that but the security services who made the assessment could very well have assumed that there was more bombers and they were targeting evacuees BECAUSE of where the bomb was detonated.

I was supposed to work there that night putting away the bands equipment and I took the day off but people that worked there said they didn't even tell our staff to leave the stage and as it was all going on they were oblivious just putting the gear away ffs
Blaming emergency services is crass! Had there been adequately funded emergency services perhaps the outcome could have been better…the government have blood on their hands in my opinion! The root cause of this ‘blame’ is their cuts!

@@stephenwabaxter There is lots of evidence to suggest this was staged, and don't my word for it. They stage these attacks to bring about changes either internal changes to the country like changes in the law or as an excuse to blame another country. With Manchester there was immediately talk about lack of security and that more security measures are needed to stop it happening again, well they got what they wanted didn't they. Look at the Nick Bickerstaff video he took and tell me if that shows concert goers panicking. All the concert goers in that video are walking calmly behind Bickerstaff, and Ariana Grande can be heard still singing, but had already stopped performing before the explosion occurred.
What about the security in the men where were they my son and I went there 3 weeks before and was searched i even said if this place was attacked you stand no chance why was this man allowed in where was security 🤔 they have to take some responsibility. My heart goes out to all who lost there lives 💔
This might sound stupid because im still alive, but I was in a position wondering if I was going to die through blood loss, alone in the street, asking myself that question over and over until I thought i was gone! then woke up 4 days later rigged up to machines in Wythenshawe Hospital

Doesn't excuse lack of protocol, nor preparation...Any place where thousands of people can gather at one time should have more extensive security protocol and emergency medical necessities in case of a mass casualty event.

But part of the job despite all the training and knowledge is the fact there is a command structure and you are to follow orders give, if not then you or other people could get injured or worse... however it was the people in command who failed.
At first fire crews were told to rendezvous at a fire station when police requested them to respond to a near car park as a staging area.
When Fire crews did arrive with the office in command, the Fire OIC wanted permission from the police OIC to enter... Eventually Firefighters went AGAINST THEIR COMMANDING OFFICER'S ORDERS TO WAIT and entered anyway to provide medical aid, but they made this decision too late.
While the fire crews did the right decisions, That's not their call to make.
Police did not give Ambulances the signal that it was safe to enter the Areana when they should of... I don't know why... but ambulances were trying left waiting as well.

Also I question how prepared Ambulance were considering this is the very reason why the concept of Hazardous Area Response Team (HART) was created.
Overall, The criticism from the armchair responders do not seem to understand or recognised where the failure is and that it's not the majority of crews on the ground.
In my opinion it wasn't the rescue services at fault, it was those at the top being unprepared in every way to deal with the magnitude of what happened. Those in fire, ambulance and police, I am sure wanted to go in and rescue people and had to stay and wait around until they were finally sent in far too late. I don't blame them, I blame those at the top for the inadequacies of that day. It makes me angry and so sad for everyone involved in this. I have lived in Manchester all my life and have never been so disappointed and angry for what all those poor people went through and those that survived still suffer with.
On the other hand Figan Murray, who is Martyn Hetts mother, has gone on to do amazing and positive things in the aftermath of the terrorist attack that killed her son. She is an inspiration and so are all the other families that have fought for the truth and had the courage to go to these hearings again and again. I hope for better in our future and that lessons have truly been learnt this time..

This enquiry blames the emergency services much more than the total lack of professionalism, preparation or training of the Private security personnel on duty.That is unfair on the professionals.Another chance to put the boot into decent medics, Save anger for the perpetrators of the bombing.
Inquiries are not to blame, are meant to see the things that can improve in future similar situations.

Wow to blame the emergency services who did there absolute best on a day of terror is sick. Stop acting like the NHS was in a good position in 2017 because it certainly wasn't ambulance wait times where just as high then as they are now and yes it might have taken the paramedic 18 minutes to arrive but I expect they where waiting for the police first. I wouldn't dream of slagging them off like this.

It's about having strategic emergency protocols and responses in place regardless. Which they clearly didn't have. Is this a country wide issue too as they said 7/7 had a lot of the same failures? So nothing was learnt in the nearly 10 years between these attacks?

We also fight against them. They don't impose sharia, the sharia is present in muslim countries for centuries. They try to implement their own rules to govern. Where in the Quran you can find that a man should be forced to not shave his beard or a woman is imposed to wear hijab or a face veil? And if they don't, they will be killed. This is non sense! No were in the 1400 years of Islamic teachings you will find this.
@@kelanitweir4994 Interpretations of the Quran vary a lot. It doesn't mandate any head covering, but in some Muslim countries - such as Pakistan - most people think that the hijab is required for all women. In Iran & Afghanistan, it's compulsory. In Turkey, the large majority don't wear a hijab.

1 The interpretation of the Quran does not vary. In fact, we have the teachings of the prophet Muhammad ( peace be upon him) recorded in many books, some even memorize it .
2 you conflicting about what Islam teaches and what some muslims are doing. In Iran, imposing hijab is a way of imposing the religion, and the Quran is clearly against it ( chapter 2 verse 256 there is no compulsion in Islam) . Furthermore, why not focusing on the majority of muslim countries? In Malaysia ( the largest Muslim country) no one is forcing anything on anybody, and there is a big Christian community there. In African Muslim countries we find the same phenomenon. Iran and Afghanistan are using Islam to govern as they pleased. That's all.
Just watching this and the footage of what we are told is the entrance to the arena, is not the entrance to the arena. This is some other place. If you stand outside the arena entrance doors, glass doors, you face a wall, not according to this footage. And even when you enter, turn to the left, it opens up and is again different than here. We are being conned.
They should be learning how to stop things like this in the first place ....not criticizing those who risked their own life to help

Gutless. As a soldier with over 30 years service I do not want to hear again from the emergency services how they take the same risks as members of the armed forces. We sign up for “unlimited liability”. A commander can order us to do something more likely than not to result in our death, injury or capture… potentially all three. We do not have the luxury to hold off in the way they do.

Fire crews were told by a commanding officer to wait while getting permission from police to enter, Ambulance crews waited for the scene to be declared safe too.
I'm sure you know that the medics are some of the easiest targets.
What I find strange is that in every one of these attacks, everything is blown to bits including the people responsible. But on every occasion, the passports survive and to show the identity of the persons responsible?? How is that possible?

Deeply concerned by the woman speaking at 12:30. Do not generalise people. There are plenty of individuals who will have got into their respected professions for the exact reasons she stated.
I disagree, it is NOT a majority of emergency service personnel that go into their respected professions for the glamour or glory.
Ambulances and Fire Brigade unions are striking. The exception is the police as authority can be perceived wrongly and can attract and deter people in different ways.

How are you gonna rag on ambulances when you fail to report that we werent allowed in, most of us would never hesitate to enter and assist people but when armed police would not allow healthcare staff to enter to make an attempt to save lives. The HART medics are allowed into the 'hot zone' but as you noted we were queuing outside because WE WERENT ALLOWED INSIDE by armed police thanks to their senior leadership despite our protests.
No-one declared a major incident, which should be declared on first arrival so there was no notifying of the fire service who could have been vital and there was then hence no real organisation or comms.
It feels like you havent even read the report and have taken the chance to just rag on us all.

Martins mum spoke a lot of sense.emergency service people do years of uni & training to do jobs that save lives.if mistakes were made,which of course is tragic,how does it help anyone when these inquiries play the blame game.dont persecute the little people as they will have to carry the burden and memories of that night for the rest of there lives.go for the pencil pushing management who,the same as Westminster, are so out of touch with reality,they have no idea whats really required to keep people safe and in turn,save lives!

I’m sorry but this whole thing is pathetic. berating emergency workers that will forever be scared by this horrific tragedy that will have been scared and confused at what was unfolding in front of them. Yes it’s tragic that people died and what happened but please don’t let this be put on the emergency services that I’m sure did everything they could at that time. I find it utterly disgusting that we try and find blame with our brave emergency services when the real blame lies with those in power who allow mass uncontrolled immigration with no background/security checks.

The Emergency Services personnel put their lives on the line to safeguard our communities and respond to emergencies with unwavering commitment and selflessness. By making baseless accusations against them, Channel 4 not only undermines the integrity of these heroes but also disrespects their unwavering dedication to their duty.
It is essential to acknowledge and appreciate the sacrifices made by the Emergency Services, who tirelessly strive to ensure our safety and well-being. Instead of slandering them, it is our duty as a society to support and honor their extraordinary efforts, recognizing their vital contributions in times of crisis.
The only thing i think really went wrong that night was the police who were meant to be keeping an eyeout at the station the bloke came in took an extra 10min break instead of going to their post. The rest of the services did their job to the best of their abilities in that situation. Theres also always a risk of secondary explosives to get the rescuers.
The police need to be abolished. Genuinely believe we would be better off without them.

@@Nushka23 I rang them when my mum almost killed my dad when I was a kid. Me doing that calmed the situation immediately and the police were great .

@@leah1633 we clearly have different experiences. Mine told my mum “If you don’t leave soon, the consequences will be on you”. The abuse was significant enough to later be police-escorted into emergency accommodation, yet no direct action was ever taken against the perpetrator. What we need are tangible outcomes of situations. Calming individuals is all well and good, may even provide a guise of productivity, a guise of safety; but without action, is futile.
I can remember a time when the public's safety was more important than the safety of the emergency services, doing risk assessments whilst folk bleed out in agony is not acceptable.
its not a paramedics job to fkn take on terrists, they dont get paid enough as it is, there is a procedure and they follow it you dont go into a situation like that until you are told to do so, all well and good you saying all this sat on your computer in the real world you follow procedure this isnt a movie. youd be suprised how you act in a situation like this vs what youve always imagined. when i was 16 i watched someone get stabbed and the terror i felt cant be described i even considered jumping out the window to get away from it
the emergency services are the public, they have a right to life as much as anyone else, they aren't robots we assemble when we need them and if they break throw them in the bin and order a new on from amazon next day delivery, are soldiers just meant to die needlessly or do generals try and make battle plans that reduces risk and maximises safety for their troops?
@@obiitom Any decent medic in the army will put the life of a wounded soldier before his own, we all know exactly what this is about, it's about the new agenda of 'risk assessment' woke bullsh#t that stops emergency services helping folk when they need it most. This "devastating report" has not just been imagined, children were left to bleed to death whilst emergency bosses did their risk assessments, people are fed up with this nonsense, I'm sure, given the chance, medics would have gone in straight away to save lives.

A picture diagram in first aid kits how to do this, and should be a map as well of the nearest emergency hospitals. And instructions how to control a crowd in a situation in an emergency, how to take leadership of the situation.

Sadly it was the same clipboard checklist mentality. A refusal by senior officers to deputize decision making to someone on the ground is criminally stupid - ask any military man. As I understand it, in such a situation the system currently in place requires the police to take overall command (of all emergency services) - as we've discovered, this simply did not happen. In summary, we hope and expect such people to be brave - and yes, to take occasional risks on our behalf. It seems that senior officers have lost sight of that.
